When is a good time to play it? I was planning on saving it as my last mission before Priority: Horizon. Or is it like Lair of the Shadow Broker where there's incentives to play it earlier so you can reap the benefits (weapon upgrade drops).
When is a good time to play the Citadel DLC?

That depends on how much you want the benefits
I never care about that and always play the entire Citadel DLC right before Cronos Station.
What you could do is play the combat part earlier on and then leave the non-combat stuff for the end.

This is also my choice, as it is difficult to explain as to why Shepard would take a breather unless needed. And at this time, EDI drops hints that the Normandy is due for a tune-up and upgrade.

The story part: After you lock in a romance (if you have one)
The party: After you have done all the vanilla content for all the ME1/ME2 squadmates that you intend to invite ( so if you want Miranda at the party, then after Sanctuary)

I liked it the most after Rannoch as the main mission of the Citadel DLC felt just right with everything going on at that point. Then, as most people are suggesting, the meetups and party right before the final assault.

Personally I use it as an epilogue and play it once I've finished the main game.

The mission can be after the Citadel attack when it becomes available, but I wait until Rannoch. As for the party? Always after Sanctuary.

Leviathon, if you have a romance going and plan on taking them on the mission, after you lock down that romance. Omega after you talk with Aria in the nightclub, otherwise that meeting is out of context.

Leviathan I usually play after Thessia. From Ashes can be done at any time. You get a new squadmate. It would be worth doing the dlc as early as possible and to bring him on all missions to get all his dialogue. Good character. Omega can be done any time after completing the side missions related to aria on the Citadel
Leviathon, if you have a romance going and plan on taking them on the mission, after you lock down that romance.
For those who romance Samantha, that's not possible and she has no extra dialogue in the dlc
