It just harkens back to that entry about biotics, which stated that people believed a myth that biotics could control minds. Well, turns out it's not such a myth after all.

 

Hm, I wonder if Dominate is just muscle control, so you can take over the body by moving it with your kinetics, but not the mind.

If Liara/Javik/Shepard aren't "strong" enough to open an emergency hatch with their biotics there's no way that a biotic can
controll all the muscles of an enemy while
beeing in a firefight.

You shouldn't really take dominate/reave too serious. For example, in my personal headcannon reave tries to tear an enemy apart using biotic field (or hell, just an alternative warp) and domination doesn't exist.

At a guess I would say it's along the lines of indoctrination, so the mass effect fields can "warp" the mind and enemy perception.
