Krogan have some very powerful biotics, both politically (such as Uvenk and Wrex) and in terms of the power of their biotic abilities, as if biotic abilities were more natural for them than for Quarians, Turians, and Salarians. I am curious when these biotic abilities became manifest.

I doubt very much the Krogan discovered biotics on their own. There is nothing about Tuchanka being saturated in eezo like Thessia. It also appears, according to Mordin's dialogue about technological advancement occurring before cultural advancement, that the Krogan did not know about eezo until the Salarians uplifted them. So it seems quite unlikely they could have developed implants before the Salarian introduced them to the uses of eezo.

So did the Salarians introduce the Krogan to biotics as part of the uplift? Or did the Krogan find out about biotics after the uplift and decided to develop biotics on their own? Or did they perhaps contract with some Asari corporation to develop implants?

Biotics are actually rare among the krogan.  ANd have gotten even more rare.  Apparently the surgeries needed to develop the ability have a high casualty rate, thus developing biotics among the krogan have been discontinued since the genophage.  So aside from Saren's tank-bred, the only biotics we see are old Battlemasters like Wrex.

Odds are, the salarians intoduced biotics to them as part of their uplift, to make them more effective killing machines against the rachni (who in ME1 were particularly vulnerable to biotic attacks)

Sounds about right to me as well. Post genophage just not enough babies to risk the surgery on. Not many biotic krogan to deal with not a really nessicary for all krogan still on Tuchunka.
