Do the companions in DAO:A have to become GWs in order to stay with you?

What do you mean by "stay"? I've had some playthroughs where Velanna didn't go through the Joining, I think.. Unless it's a bug. I don't think she officially joined later either.

This can happen with either Velanna or Sigrun if you leave either of their missions till last. You can avoid this by doing the Blackmarsh last, or there's a mod on Nexus somewhere that fixes it.

Yeah.. but is that also a story thing or a bug? Because I was never sure.. Those two kind of make sense as Wardens or not.

I think it's a bug, but it's hard to say. The main issue is that if without the fix, if you leave either Velanna's or Sigrun's recruitment quests till last, when you get back to the Keep the cutscene with Varel, the panicked nobles and the messenger elf triggers - either immediately when you next enter the throne room, or immediately when you click on him, I can't remember which. I have the fix, but I generally leave the Blackmarsh till last anyway, just because of roleplay reasons.

The answer is no.
Sigrun and Velanna only become Wardens if you talk to Varel about putting them through the Joining, and this is only available if you did their main quests before the Blackmarsh. Otherwise there's no time for it.
My Hero did not make either of them Wardens. Velanna stays with him, though Seranni remained a touchy issue between the two of them. Sigrun was said to have returned to the Deep Roads to continue her role as a member of the Legion of the Dead. However, a bug prevented me from doing her personal quest, so I don't count this as part of my canon. If you did her personal quest she can stay with you. It says the WC kept finding things for her to do in order to keep her in the company.
Also, if you left Velanna at Vigil's Keep and saved Amaranthine, then Velanna runs away regardless.
But these are epilogues. And we all know how well those hold up.
My headcanon is that Velanna and Sigrun are with the Hero, searching for the cure. Makes sense. Velanna would want to save her sister with the cure. Sigrun would want to use the cure as a defense against the taint. I think he would leave Oghren behind to stay with his family though. But who knows?

I told Oghren I didn't want him & Allister took him.
I gave the bloodmage to the chantry.
I executed Howe.
And told the abomination I didn't want him around.
I went with Velanna & Sigrun, but made neither Grey Wardens.
The final outcome for the keep was exactly the same even though I left no Wardens to protect it.

It's a little weirdly worded. It talks about her "Calling" but this probably doesn't mean the Grey Warden Calling. It would have been much too soon for her to start hearing it. So I think this is referring to her calling as a member of the Legion.

Actually, I think there's a way of making both Velanna and Sigrun Grey Wardens, even if you do their missions last.
The first time I played Awakening, I did Sigrun's quest the last. After fighting the darkspawn that were attacking her at the entrance of the Deep Roads, she joined my group. Instead of entering the Deep Roads, I returned to Vigil's Keep, because I wanted to make some space in my inventory. There, I talked to Varel, and Sigrun went through the Joining without a problem. Then, I went back to the Deep Roads and completed her mission.
So, unless I somehow got lucky and that was some kind of bug, you should be able to make everybody a Grey Warden without having to make everyone's quest before going to the Blackmarsh.

So the Joining quest just stays there forever, incomplete.
I'd rather have the option to say "I don't think you are Grey Warden material, but you can stay and help if you want to."
