Just installed through Origin on my PC, Windows 10.  The guy I live with has an identical PC to mine (both are only a year old).  He was able to get the quest when you visit Old Ming at the beach from the unnamed villager.  Three times I started over and for some unknown reason I never see the guy.

 

Is there something I am doing wrong?

I don't talk to Old Ming until after I get the quest from the injured student.  Other quests in the area are find someone's child and reassuring the woman (dunno if the second is a quest, but...)

 

So I always see the person with the debt.
