on-hit ability procs?

certain equipment, whether by built-in stats or inserted masterwork material, may proc abilities.

walking fortress, veilstrike, etc...

question:

1. do those ability procs come with the upgraded effect?

1a. if yes, which one, and does the character activating the proc need to have that upgrade (blackwall having upgraded walking fortress in a particular way, for example)

 

2. do those ability procs have the same cool-down? for example, walking fortress has a 32 second cool-down, does that mean the next one cannot possibly activate until the 32 seconds are up?

I'm not 100% sure, but I'll try to answer this.
 
1. No, they're not upgraded, but...
1.a ...but if the chara HAS the skill and the skill is upgraded (for eg Blackwall with upgraded WF + Isanutoll Shield) then the proc of Isanutoll will be upgraded too
 
2. No, their cooldown depends on the On-Hit percentage. EG. Isunatoll has a +10% chance to grant 5 seconds of Walking Fortress, so every 10th hit should be WF for 5 seconds.

I know of 2. Fade cloak works (no cool down) but even if you have decloaking blast uograde the masterwork will not do damage but will knock down targets when your ke decloaks.

Walking bomb masterwork works ideally on necromancer as it has a secondary effect the necromancer can trigger manually the walking bomb detonation even when the walking bomb effect is applied through the masterwork and not the ability cast. And it comes with virulent if that upgrade is used on the necro skill tree. But it does not modify damage in any other way so 100% weapon damage on the masterwork effect = 100% damage BUT the manual detonation can crit so that can be manipulated by crit chance and crit damage.

About cool downs. Generally none or very short (5 to 10s) independent of the actual cool downs on abilities.

Pull of the abyss masterwork with rift mage may give you longer duration of the masterwork pota but I have no tried it myself I heard that it works.

There aren't any cooldowns on masterworks, per se, but if the effect has an animation, e.g. Hidden Blades, the animation has to play before the ability will proc again for that character.

thanks; and seriously thank god...5*hidden blades proc in melee range+poison cloud just turns the game into a slow-mo train wreck; if that stacks...ugh.
