It's not going to be much more than what DAI & SW Battlefront require. Heck It's still gotta run on the Xbox One so it can't be that bad unless you are one of those who wants everything running on highest settings.

To do what? Play at console settings? PC can be locked to 30 FPS as well on lower spec machines and I imagine this title may be a 30 FPS one on consoles. It is not a written rule you have to play at 60 FPS if the conosle version is at 30. It is just a nice bonus. Batman Arkham Knight is the worst PC port I have ever seen but it still runs better at 30 FPS at higher settings than the PS4 on medium end hardware. It just runs like arse past 30.
PS4 is like a 7790 GPU at 1.8 TFLOPS
XB1 is like a 7770 GPU at 1.3
A R9 290 is like 5 TFLOPS...
An R9 270 (7870) is stronger than both console GPU's, but consoles have more VRAM they can leverage than 2 GB GPU's, but that has not been a problem in Frostbite EA games at all. This is not Ubisoft who makes unoptimized junk or Nvidia Gameworks where Nvidia makes the most unoptimized, mediocre effects possible to promote their newest highest tiered GPU to play at 1080 (LOL). Oh and people with 980ti's? Do not even run Gameworks crap. They run 4k or 1440p instead.
R 270/GTX 960 should play better than PS4 and do 1080p, but if you need a new GPU I would grab the 380 instead (has twice the VRAM). Check PC Part picker for lowest price from all the online vendors.
Now if you want to play at 4k? Welp at least frostbite engine actually supports two GPU's (unlike Unreal 4) and you would need at least two 970/R9 290 (new version is the 390) class. A single 980ti/Fury X prob won't cut it unless you want to lower the game to a locked 30 FPS.
1440p AMD VSR/Nvidia DSR or native and a single 970/390 should handle it.
CPU? Any modern quad or 4 thread (like an I3) should be fine at 1080p, 1440p/4k is when you want something a little more powerful or an OC to not bottleneck the GPU's. Most people go with I5 K's for just gaming.
DX 12? Just a nice bonus we will be getting soon where CPU overhead goes down. Consoles have always had a low level API, PC has not. We do not NEED it, it is just nice we are getting it. Any GPU sold atm supports low level abstraction.

I'd start with DAI on recommended requirements, ME:A will likely run with those though not probably ultra ^^ Bioware will release exact requirements eventually, but before then I don't know if you can be that sure. Maybe compare your hardware to what other new games require as well, Fallout4 and so on and figure it out from there.

He was not asking for a console.. I had a CPU 2-3 times more powerful in 2011 with Sandy Bridge (and a Sandy Bridge K is still all you need even for 4k gaming) and a GTX 480 has beat the PS4 in games...Think that came out in 2010? Granted newer games will want more VRAM than that GPU had, but PC GPU's blow PS4 away. 500 bucks and you will blow away a PS4. 800 you are at 1440p. 4k is where it gets expensive.
If he has a modern quad he can stil a R9 380 in it for under 200 bucks and be set for this entire gen of gaming and kick the @#$% out of the PS4. Oh and he can play on a TV with a PS4 OR XB1 controller.
You stop pretending consoles are for everyone and I will stop pretending like PC's are for everyone. That said? He asked about PC specs. My 800 dollar mini itx is sitting next to my TV (I5K/GTX 970) and I play with wireless controller on many games and it kicks the @#%# out of a PS4. It runs Battlefront at 1440p Nvidia DSR. You do not have to be Bill Gates to PC game, and we do not pay idiotic Xbox Live fees/PS Network fees.

Besides cash on hand, the same rig you used to play DA:I (Same engine brah). No PS3 or Xbox since they dropped that mid game ( bad move imo release on a platform finish it!), so if you can play all the DLCs now you will be able to play ME:A.

Battlefront and DAI should be used as benchmarks for ME:A since it's on Frostbite. It's likely a safe bet to assume it will not be vastly different from those games. At worst Frostbite will be updated with slightly higher requirements.

This, this is why I prefer gaming on consoles instead of PC.
Because you constantly need to change pc, change graphics, upgrade ram and etc. just because of one damn game for which you will pay more money then new brand car in just year. When I buy PS4 I don't have to worry about any of that lol

What a load of nonsense. If you put together carefully thought out computer instead of buying one those store crap packages, you definitely don't have to be constantly upgrading it, especially everytime a new game comes out. That's what I did and I'm doing just fine. Same goes for my sister and her computer. I wouldn't touch a console even with a ten foot pole. I do have a gift console in the living room but it looks just like a big dust bunny because I never ever use it.
