Well, I don't take The Illusive Man seriously because he smokes. He's supposed to be mankinds savior, he can't give himself cancer.
I think I remember a Codex entry concerning how the danger had been removed from cancer sticks of the 22nd Century. I can't swear to it, but I'm pretty certain it's a real memory.
