I'm kind of itching to make a swashbuckly sort of character but AFAIK parry is stilled bugged. Am I wrong? If I'm right has anyone made a workaround of any kind?

No, it was never fixed. And as far as I'm aware no one has created a fix or workaround. I do think a workaround is theoretically possible with the aid of the SetCombatOverrides function.
However, even if parry worked as intended it wouldn't really be worth building a character around it. It would only be really useful when you're up against a single, melee opponent and those moments are rare in the game.
That all said: I do think parry can be of some use at low levels for squishy builds.

I've tried this on a low level-module or two. You could say it had its uses here and there, but I ultimately felt it wasn't worth the hassle. Not being able to attack unless I was attacked first, and not having a reliable aggro control system (I'm not a great fan of those in other games, but it'd be useful in this case) made Parry more an problem than an advantage.
Of course, you don't have to have Parry on all the time, but then it may not be worth the investment. In any case, I personally am pretty sure I won't be bothering with it again.
Parry does not exist in 3.5 PnP; it works exactly the same as it did in the original NWN; I was PM'd by a developer some years ago that they were happy with how it worked as they thought it would be too powerful if it worked as per the description. He never said why they simply didn't change the description.
Best just to give up on the idea of using it; the more attacks you or your opponents have, the worse it gets.
