It's from the upgrade of Toxic Cloud: lost in The Mist.
Every time you're standing in the cloud it gives you a stack of elusive (up to 3, I think) that protect you. You'll lose a stack every time you'll hit by an ennemy. If you've still have stacks after a battle the visual effect follows you everywhere, if you don't want it, just respec out of Toxic Cloud.
