So I keep getting these "16% sunder when hit" medium armor upgrades for my rogues and I am wondering whats it good for? What is this stat, armorpenetration?

Armor penetration and Sunder are different effects. Sunder is a time-limited reduction in enemy armor (I believe 20% per instance), which can be stacked based on multiple applications. I believe "16% Sunder when Hit" actually means "16% chance to Sunder enemy armor when hit" for the pre-determined Sunder (armor reduction) amount of 20% per instance. Armor penetration is calculated per hit in damage output if your character has any armor penetration (via passives or equipment), and is not time-limited. Sunder and Armor Penetration can both occur on a single instance of damage (hit).
 
This is my understanding of it; if I've misrepresented it, please correct me.

TheLeakestWink is correct. I don't know what the actual number for Sunder is but he has the rest all set. To the best of my knowledge anyway.

so what do u put into the gear of your rogues? willpower? but im capped for magic defense....is the attack u get from it better than sundering?

Depends on enemy armor level and weapon base damage.

I'm not exactly sure myself, but TheLeakestWink is on the right track. If I remember well, they're both similar as they reduce a target enemy's armor.

 

Sunder is time limited (usually 6 seconds, can last higher in some instance) but stacks, which means you can Sunder the same target multiples times in that 6 seconds and you'll see the bonuses stack together. For example, if you have "20% Sunder on Hit" on your dagger and use Throwing Blade (5 blades), you would reduce the target enemy's armor to 0 (5 hits x -20% each = -100% = 0 armor) for a short time. The advantage is that your teammates benefits from that armor reduction. The disadvantage is that it takes a couple hits to become really effective. I think the Sunder effect applies after the hit, not before, which means it requires at least 2 hits to benefit from it.

 

Armor Penetration is "instant" but doesn't stack. When you attack something you get the full Armor Reduction for the current hit right away. Armor Penetration has usually higher values than Sunder because it doesn't stack. The disadvantage is that it only applies to your hits, your teammates don't benefit from it.

 

As for your "16% Sunder when Hit", it's not when you hit something but when being hit by something. You should use it on Rogues that can take a couple hits, meaning the Silent Sister and the Duelist. It's a bad idea to use it on the Alchemist, the Assassin, the Archer or the Hunter (unless you have 80% Resist). It's only really amazing on the Silent Sister, but then again things should die pretty quickly with her so the effectiveness isn't at its full potential either.

 

I'd say the rule of thumb would be: The faster the enemy dies, the better will be Armor Penetration. If the enemies die slowly, Sunder might be a better deal.

 

In any case, it shouldn't make much of a difference until Wave 3 or 4 on Perilous. Anything lower doesn't have enough Armor to make it worth it. Consult the thread I made about it for more information, TheLeakestWink gave the link in his first post.
