I always thought Tevinter was more "Anything Goes", so if they have to send demons in the dead of night to kill you and possess your corpse they're going to and be damned what people think.
Rules, honor and duels are more of an Orlesian thing in my mind.
From the combined lore available to use I would say that duels and call-outs and posturing are the fashionable ways to resolve conflict, but expect everyone involved to try and rig the game as much as possible.
So, "anything goes" is more-often-than-not how it works out in practice, but it's not actually the facade they're trying to maintain.
