I purchased the Dragon Age: Ultimate Edition some years back. I am going to be upgrading to a new computer (with a new hard drive). Is there a way for me download this later for free since I have already purchased it? Also, is there some way I can save my previous character's playthroughs?
Can I download if I own the retail version?

If you've registered the CD key code on Origin it'll pick it up and allow access. I'm currently working off a downloaded version of the game as my discs stopped you ,might have a few issues with the DLC's as I don't think they register properly on the system at least they didn't on mine but other than that you should be fine. As for previous playthrough's unfortunately you'll end up likely losing them. However the achievements you've unlocked should still register though.

Okay, thank you! I'll make sure I have it registered on Origin. I have an account, so hopefully it did this automatically.

Your saves should be in the Characters folder inside the Documents\BioWare folder. If you can still access the drive just copy the Characters folder and put it in the same place after you install the game on your new system.

FAIR WARNING!
If you own the Ultimate Edition CD and download it on Origin using the product key, you will only be able to install a small part of the DLC.
Witch Hunt
Golems of Amkarak
Leliana's Song
Blightblood (for Awakening)
Feastday Combo Pack
will not be installed, and will not be part of the Origin version of the game. There is no method of installing any of the above as part of your existing product key. Instead you will need to re-purchase all of the above via Origin.
I had the same issue, and checked and double-checked with many other users, all who experienced this problem, it is a known issue with the Origin version of the game.
Apparently, it may be possible to contact EA directly through the customer support website, and get them to remotely install the missing DLC on your behalf, but you will need to repeat this every time you install the game on future occasions. Personally I found it easier just to install from the CD,

And install them yourself. Note that the Origins library will not 'register' these BSN downloads, but the game will!

Hmm download manually, actually I never thought of that, thanks.
Having said that I'd still probably find it just easier and more convenient to just install the lot from the CD in one fell swoop.
