There are two major issues for me as to why I won't pre-order this game.
First is that Bioware lied - yes lied to PC customers pre-release with Inquisition. They purposefully mislead us with their marketing and outright lied on their twitch streams pre-release. Lying to your customers is never a good idea and not a decision that engenders trust. If you're reading this Bioware, I speak for a lot of PC gamers when I say you have to rebuild that level of trust with us again.
Secondly is that again, as a PC customer, I want to ensure I can play the game before I buy it. Inquisition had a major bug on the PC on its very first cutscene. In addition to this, it wasn't optimised for my platform of choice, with low res, poorly implemented (when used with M+KB) menus. I am not going to buy a game that treats my platform as an afterthought. If Bioware expects me to spend my hard earned money on a AAA title, charged at a premium price, then I expect it to be the best damn game they can make for the PC, rather than some half arsed console port. It's not too much to ask that it be optimised for high res monitors and not need a console controller to get the maximum out of it, or to be able to remap controls.
If you expect me to be paying £50+ for this title, I expect this game to treat my platform with the respect that price tag deserves. Since Inquisition did not despite claims to the contrary, and the subsequent loss of trust as a result of those claims, I will want to see demonstrable proof that the game ticks these boxes before I part with a single penny of my money.
