I just came across this large tileable free texture of freshly fallen fluffy snow on deviantArt. The thing is it relies on diffuse, specular and normal maps to work. What I was wondering is, is there a tool that you can feed the texture and all the maps into and get a faux bumpmapped texture as out put?

PS take a look at this guys gallery as there is some good looking free 3d models on there in obj format that might be of use if someone wants to convert them.

If you have a max-like program which actually loads and handles bumpmaps/specular, whatever, you should be able to define a light source and a camera angle. Then you can take a screen shot top-down and get a perfect seamless section with bump/specular map bound to the underlying texture. Otherwise, I don't know of any drawing program which will play with bump/specular maps in a 3d environment.

Gmax doesn't have that ability on mine, but I have used it to make composite textures in a similar way. I've also been experimenting with it to create GIF/sprite sheets for use as spell fx.

I think you'd be better served searching for a texture that doesn't need any of that to begin with. Too much work when there are already lots of "flat" snow textures available.
