Well, it never happened to me before when I flirted with her in previous playthrough's except for the 'Have a drink' one.
But when I stop to talk to her in Skyhold (even though there is not much to for her to say each time) now I get 'Oh, I wondered why Skyhold looked much brighter' and another one she said was 'Ha, you just can't keep away'
Maybe all of you had that to, but I just thought I'd mention it. Cheered me up though:)
Yeah, I assume that happens if you don't have another love interest active. But She's leading you on. Or maybe you are leading her on. Either way, you can never follow up no matter how hard you try.

@Jedi Master Of Orion....well I did have Sera as an active LI...but then I did in other playthrough's...I can't keep away from Sera let alone Scout Harding

Isn't it odd? I never really noticed until DAI. There's Varric and Scout Harding, all loveable and whatnot but nope, can't have them. Why? Varric was going to be romanceable in the DA2 expansion that never happened so I'm crossing my fingers he comes back next time with an open heart lol.
But why the hesitation from Bioware to add a dwarf LI when they've given us every other race 
Hopefully, in the next DA game, I will find my manly romanceable dwarf.
I would also love to see Bianca (not the weapon) back as she was so cute...or so I thought...also Tallis. Oh, if only we could become the devs

You just have to give her a chance. She has a terrible introduction but once you get to know her she's kinda sweet, and has some great dialogue.

Actually, i had a committed relationship with Cassandra and Harding still flirted with me. As long as you flirt with Scout enough she'll flirt with you at Skyhold regardless of your status.

Yeah, I remember that very scene clearly. But it's still not clear exactly what the nature of their relationship is. You still can't say you are actually with her, except in a tone of voice that sounds like it supposed to be a lie. It almost felt like Bioware was just teasing Harding-mancers via Vivenne.

That Vivienne scene confounds me. It sounds like the Inquisitor is fibbing or they're just really, really, really bashful.
In any case, I honestly think Harding should have a romance tile in the Keep. I'm pretty sure the Inquisitor's flirtationship with her is more involved than Hawke's relationship with Sebastian, and he gets a tile.
This. A thousand times this. And at least when saying no the Inquisitor also says they explicitly plans to take them out sometime.
And sadly, I have a feeling that Bioware is basically done with feedback for the Keep for the foreseeable future.

I don't think they will be working on new things until the next game really starts gearing up toward release. The recent update included DLC stuff like spoiler hiders and such. Even then, the most we may see is an update to include a tile that was not previously in the selection. They might take more player feedback for tile selection. The tapestry is not necessarily meant to be a reflection of what can be called on in a succeeding game, but a record of your characters' deeds in Thedas and how you shaped the world.

I'd say that means it's all the more important for Harding to be recorded in the Keep. But alas...
Well, I do hope Scout Harding is not forgotten during the creation of the next DA game. I can't help but feel Bioware was teasing us with the flirting of Scout Harding to see just how much interest there would be.
And there certainly was enough interest to include her in the next DA game. As a romance option too.
Also, yes I do agree there should be a dwarf romance for both male/female.
