I made a similar thread here.
For myself, there are a few kits I do tend to use when I know I'll be dealing with a bit of lag. Too much and I just won't bother. AoE powers are best for laggy situations, and usually something that can take a hit, although that isn't always the case.
Vanilla Human Adept:
Singularity is one of the best powers to use if you're lagged. It sticks around, it sticks to things, it does constant AoE damage, and it Primes.
Paladin:
If you're dealing with lag then you might as well add some cheese on top of it.
Vorcha Soldier:
The more lag, the more Flamer you use. The less lag, the more you can get off Fire Explosions by tapping Flamer and hitting Carnage. I found the CSR worked oddly well with this combo. It's one of the funkier builds I've tried.
Salarian Infiltrator:
Because you can hitscan Energy Drain at a distance and set up that BZZzZzzZZzzz animation in mooks you can get pretty consistent headshots even with lag.

I found the Juggernaut to be one of the absolute worst kits to use with lag.
Vanguards, fairly obvious. I still chuckle when I see someone saying how fine they are with lag. I disagree.
G.I. It's just no fun using a glass cannon against teleporting enemies.

Yeah, Krontinel with dakka can be lots of fun at times, and he's nearly unkillable - as long as you remember that he's only nearly unkillable.

The characters least affected by lag are those with Cyclonics IV. The second best are those with hit-scan or area powers (Snap Cheese, Ffffffffflamer, ED, Overload, etc.).
@Dalakaar Biotics are terrible when having severe lag issues. The only exception is Area Reave. The vanilla human adept especially has problems, since Shoclwave becomes nigh unusable.

Most Biotics yes, we're going to disagree when it comes to the adept though. Singularity is great when dealing with lag, Shockwave is terrible in lag and I rarely use it. I don't use it that much since I'm on PC anyways. Warp is situational, Singularity with Warp is still an effective way to get a BE. Basically just stop using Shockwave unless you need to wallhax and the adept is fine in lag. Better than many other kits actually.

Not so sure about that.
Quite often I'll be aiming at an enemy and the Singularity goes floating off into the wild blue yonder.

Don't aim at the enemy directly. Aim for around them, or near a choke point.
That's not a lag only rule either, because they can dodge no matter how much lag I always try to stick it near them not on them. The roof is a wonderful place that rarely isn't in your LoS. (Provided there's a roof)
I kinda wish there was an option for Tracked Targeting vs Dumbfire. Be nice to aim for the enemy without having the tracking on it sometimes. Make it easier to stick it near them without them dodging it and it dissipating.

I find that Fat TSent can get a bit funky with lag, at least for me. Sometimes overload has a 50/50 chance of actually working, Warp runs into the same issues as most projectile powers, and even Tech Armour detonations won't work right. I've run into situation where I detonate with no effect on the enemy, and then try to reactivate only for it to detonate again with damage effects applied.Don't worry, Valve has arrived to provide a contender for the best "move along, nothing to see here" statement of the year.
OT:
Fat Turian Sentinel is basically perfect in every situation, including lag. The racial stability might flake out, but even without it this fat turian's natural panache and dashing good looks are just as potent off-host as on.
Luckily, he's a Turian and will soldier on regardless.

I find that Fat TSent can get a bit funky on the dance floor. He's got moves that would make John Travolta quit Scientology.

Just an observation. Sometimes the lag has me teleporting back and forth between two spots every second. i found that a heavy melee usually stops it. For a while.
