We can discuss theories and spitball guesses. I always find that fun.

Thing is, though, with Raloi, they were very new to space. They only been around for two years, I doubt they could design a ship that capable with the minimal time they had in the galaxy. (Plus with as human-centered Mass Effect is, I would actually expect them to be the leaders of this whole thing, now I think about it.)
