Hey, it says I only have 9 from 13 Shards from The Storm Coast but I'm sure I picked up The Last 4 but somehow it didnt count..
Is there something I can do?

Are you sure you got every occularum? There's only one 4-shard occularum on the Storm Coast and it's near Small Grove Camp. It's easy to miss, and I do so with shocking frequency.

Yeah, chances are you missed an ocularum.
As to this:

always keep a few backup saves.

Back up's are better than front up's. What I do is get all the ocularum's unlocked first then gather the shards as the last thing to do.
