I would definitely go for the FirePower Pack. The Mattock is an absolute beast. Sadly they nerfed it in ME3.

Mass Effect 2:

Firepower pack is good for ME2. Good selection of weapons:

  • Mattock. Assault Rifle. Good for Shepard. Squadmates do better with the Vindicator. Mattock is absolutely broken under the Soldier's Adrenaline Rush, so much so that some players refuse to use it.
  • Phalanx pistol. Good alternative to the Carnifex. Does a little more damage per shot; it may have a slightly slower rate of fire. When zooming, targeting crosshairs are replaced with a laser scope.
  • Geth Plasma Shotgun. Really good shotgun. Can charge shots for more damage. Not that good at applying ammo effects for crowd-control.

The Aegis pack is nowhere near as good. The Kestrel armor pieces are okay, particularly for the melee bonus. The Incisor sniper rifle is terrible for Shepard, but very good for squadmates that use a sniper rifle. (It seems bugged, but it is not).

The Equalizer Pack is practically pointless. The Archon Visor's cooldown bonus does not work.

Mass Effect 3:

Both the Groundside Resistance Pack and Firefight Pack are good.

Firefight pack:

  • Indra sniper rifle
  • Krysae sniper rifle
  • Reegar Carbine shotgun
  • Harrier assault rifle
  • Geth SMG
  • Blood Pack Punisher SMG
  • Adas Anti-Synthetic assault rifle

Groundside resistance pack:

  • Venom Shotgun
  • Executioner Pistol
  • Kishock Harpoon Gun sniper rifle
  • Striker Assault Rifle
  • N7 Typhoon Assault Rifle
  • N7 Piranha Shotgun
  • Acolyte Pistol

If you have used any of those guns in multiplayer, then you know what to expect. Both packs have some really good weapons and some bad to niche weapons.

Overall:

The ME2 Firepower pack is good, but you may get more use out of the two ME3 weapons packs. (Although that may depend on your class selection in ME2).

I have the ME2 Firepower pack but I rarely use the weapons as I like using the default vanilla weapons. And Mattock is just too game-breaking on the Soldier for me.

Really tough call between the two ME3 gun packs, if you only have to choose just one. The Typhoon (Groundside resistance pack) has the Typhoon which is broken on squadmates, so that may sway your opinion.
