It does. If you have synchronized your stuff with the Nug the only schematics you can find in new PTs are Tier 1 schematics, because they don't sync with the Nug.
Exceptions are potion recipes and rune schematics. You will get those even if you have them already, but that's because most of them are quest rewards and can't just be switched out.
