This is seemingly a bug. I know this is not the place to report bugs, but as we all now, support for this game is pretty much done. This bug has been reported once and I will link it here, but there is nothing constructive written there as far as fixing it. So I figured that my best bet is asking people who have invested hundreds of hours in this game; they might know better.

 

As soon as I equipped a crafted version of this shield and entered battle, this blue pulse started and has never ceased. I tried unequipping, going two-handed, and even entering the War table room. Nothing fixed it. Repairing the game via Origin didn't help either.

The only solution I found is to destroy the shield, quick save and load. While it is a fix, it makes the Shield useless.

 

Does anyone have a way to use this shield without the bug?

I guess you can live with that blue pulse at the corner of your eye? 

 

Any ways, at least now you see where the MP Quanri shield guys' special explosive shield technology is from...

I didn't reply because I don't have an answer for you. Other people have reported the problem and the only solution seems to be to ditch the shield, which you already discovered.
