Perhaps take some cues from Alpha Protocol's dialogue system.

Or at least have the option for it. For those unfamiliar with Alpha Protocol, the game as a dialogue wheel on a timer. This ensures that conversations flow somewhat naturally and offer some level of challenge to conversations where you're forced to choose your response by getting a feel for the person you're speaking with and understanding the flow of the conversation.

 

Now I'm not saying this ought to be the default system for DA4's conversation system, but I don't see anything wrong with having the option of enabling it for those who do want it.

It really doesn't. People have more or less time depending on how fast they read. If you're juggling over stuff (e.g. have others in the household), you could just be forced to re-load. 

 

The problem with having it as an option is the cost of play-testing it. The dialogue system has to be written from the ground up for it, the paraphrase, everything.

I like how in FO4 your conversation partner keeps prompting you to answer if you're distracted by whatever. I'd absolutely HATE a timer. As a non native english speaker sometimes I have to rely on the subtitles to go over what has been said. A convo timing out on me would just make me more than angry. That could possibly kill the game for me
