The problem is that Alistair says that lyrium makes using templar powers easier and makes em more effective, and that u don't need lyrium to learn these powers.
So how is it possible to acquire these powers?

If I recall correctly, Alistair's claim that lyrium only enhances Templar talents was retconned. It's a rather absurd concept that mundanes are capable of performing holy energy blasts from nowhere - it has to be the lyrium powering it. Only the seekers are capable of using similar abilities without lyrium and that's due to their connection with spirits of faith.

It's the lyrium. Nothing else.
Alistair doesn't know what he's talking about.

Their newfound connection to a Titan interferes with magic in some meaningful way, as Cole explains.

Carefully cultivated hate and religious zeal. And also lyrium.

I would've made it so that you need to drink lyrium one time to semi-permanently activate powers.

Titan's Blood a.k.a Lyrium.
DAI, specifically Descent revealed that Templars are not very different from Reavers.
Both use the blood of powerful beings to gain quasi-magic / pseudo-magic abilities.

Where was this retconed exactly?

I'm not sure if it was mentioned in-game, but DG definetly WOG'd it.

Keep in mind Alistair was really only a Templar in training. He probably drank lyrium at some point, but was never addicted.
You can just handwave it away as him using the taint (i.e., red lyrium) that's naturally in his blood without realizing it.

Retroactively logical. I like it.

The Taint is only half of Red Lyrium's power, though. Also, I think I remember reading that the comics portray him actually using lyrium.

I really don't care to think about Alistair's taint.

He was snorting Lyrium at the time so his brain was fragged.

Yes, but we do know it powers it's own separate magic. Notwithstanding DA:O's approach, darkspawn cast different magic from the blight.

I love that it took Bioware about 2 games or so to realize what they were saying with that one.

Okay, so I know that tenplars need lyrium to use their dispel and holy smite powers.
The problem is that Alistair says that lyrium makes using templar powers easier and makes em more effective, and that u don't need lyrium to learn these powers.

LYRIUM.
In Descent DLC, we learn lyrium is the blood of a titan or his life force.
It is lyrium which allows Shaper Valta to use magic for the first time. Therefore, any creature that drinks lyrium can access magic.

Alistair in his veins have ancient dragon blood(Calenhad reavers dynasty), magic elven blood(Fiona who was elven mage grey warden) and taint(Grey Warden, and his mother was grey warden) not talk about lyrium and he was and again start use lyrium what we can understand from comics where he was with varrick and isabella and try to find his father
And yeah David since after DAO said that Templars neeed lyrium to have their powers(Alistair words were kinda lie and explanation why you and he does not by gameplay use lyrium in game, but in the game story and quests story you does not use them as alistair), originally those powers were Seekers(and they have most powerfull templars powers and more) who was created via non-mages connection with spirits
By the lore we can understand Alister is the only one who is not really need much lyrium cos of his unique blood
