Today i switched from a PS3 to a PS4 and now Cullen's gone. I did Sera's pranks while on the PS3 and i seemingly avoided the bug that comes with that where Cullen disappears. But after switching to the PS4  i went around checking out Skyhold to see what everything looked like on the PS4 and now Cullen's gone. The map icon says he's in his office but he's clearly not there. There's no soldier there either so it's not that bug situation, This is right before What pride had wrought.

Are you sure it's not just the cutscene where you have to find Cassandra and they are talking in the smithing room?

Do you have a drakolisk mount selected in the stable? If so, change to a horse, leave Skyhold and come back, see if Cullen is there after that.

He did eventually show back up on his own. It's weird. He wasn't there and then a few minutes later he was.

May be you have the strange bug I had on PC when I first played the game back last year.   I would go to where someone was meant to be and they were invisible but I didn't know that and so just assumed they were off elsewhere.    I missed so many quests that first run through because people weren't where they were meant to be.   Then trying to find out about another bug I came across a reference to the invisible people one and how you needed to save and reload at the location and they would reappear.   When I did this, hey presto Cassandra, Cullen and various others were suddenly there.

By the time I played the game through again there had been some updates and this seemed to resolve the problem with me.
