Laura Bailey is and would be fantastic, so I want her as the main female companion. But for the main character? Please, please, please give me Tatiana Maslany.

Not an expert on voice actors. Personally i hope none of the major mass effect ones come back in major roles(use them in minor ones maybe). Would likely feel jarring to me to have Hale as protag or major companion.

I  wouldn't mind seeing Claudia Black in a bigger role in Mass Effect.

There's other actresses such as Summer Glau or Lexa Doig i'd love to see how they'd transition to voice work after adoring their acting.
