Ok so I've played the series on PS3 but now I'm thinking of getting 2 and 3 on PC. 

I don't want to replay 1 and I'm not bothered about buying 1, i've played it loads before and whilst I love no.1 the whole combat etc is too out dated for me etc. 
Anyway my question is, using the save import mods such as that save website which has a bunch of me1 saves you can steal, can I use that to integrate into ME2 or will I need to have ME1 installed to even do that?

Yes you can use one of those saves without ME1 installed.
Just run masseffect2config.exe & point it to where you put the me1 saved game.

Having said that, it is cheaper to buy the trilogy for $15 than buying ME2 & ME3 separately, even if you never install ME1.
