So, I just docked at the Citadel and...I see nothing but a black screen.
I hear ambient sounds (of the Citadel, I assume) but no visual.

Um, bump. 
Let me reiterate. I moved the Normandy over the Citadel. I clicked "orbit". I clicked "dock". I'm alt-tabbing between my web browser and a black screen with the sounds of what I assume is the Citadel ambiance. I never even got the squad configuration menus.
Am I seriously the only person getting this? Is my game just taking an obscenely long time to load? What does it take exactly to actually access the Citadel?!

Wow! Tried to log on again and, wouldn't you know it, it's telling me that the game hasn't been released in New York yet! It's still insisting, despite all available evidence, that it's actually the day before yesterday. Crazy.
So how about telling us what you're doing to fix it, Bioware? Tell us what the problem is? Tell us approximately when it'll be fixed? That would be swell, don't you think?
