So I've got ME 2 on pc now but I'm not replaying 1 AGAINNNN. So I have no shep to import. I want custom name, custom choices etc. 
I've tried gibbed save but getting no character to import?
Really confused. Dont want some random named import person with a background I don't like that I have to download

Gibbed's won't give you a character to import. It will give you a middle-game save as if it was imported.
You can do this: import ANY save from ME1, and right at the beginning of ME2, open the save in Gibbed's and edit it as you wish.
If you want a custom face, start a separate game in ME2, create your custom face, start the first mission, save your game, open that save in Gibbed's and export its headmorph. Then open in Gibbed's a save from the carrer you want to play and import the headmorph file there. Just make sure both careers are from the same sex!

Just start a new ME2 game with no import.
Make your character & go until you reload your gun & the door opens & then save.
In Gibbed2, fill in the ME1 imported plot table, & the ME1 plot table.
Then go to the ME2 Plot Table > Flags & tick [Other] Played Mass Effect 1.

I got it to work. then today I wanted to re-do it with no romance in ME1. but now again it's saying there are no me2 characters to import. sigh.
Ive checked finished ME2 and ME1. dont know why it's not working : /

Are you talking about ME2 intro?
You can go to Mass Effect 2\BioGame\Movies
And add _skip to the following .bik files

That will get rid of all but 3 compulsory bits, which you can speed through by holding down the middle mouse button after adding

You can be reconstructing your Shepard in less than a minute.
