Swearing can help develop and round out characters and setting. In general, much of the time swearing is a thoughtless noise making response that is validated and reinforced by peer acceptance or the assumption of silent approval in certain social groupings. Yet, while swearing can be a thoughtless mechanical response it can also be used in considered thought that is meant to provoke reactions in others and push an agenda. Related to character development the context could be limbic hijacking or an outlining of the level of self control or empathy a character possesses in certain situations, or an indication of the way they were raised among other things. There doesn't need to be this type of character but it would be better if the option were available to the developers. 

 

While pejorative and derogatory terms may apply swears or be classified as obscene language(read: socially unacceptable) on their own in real world speech. In a fictional world that is meant to appeal broadly it may be best to create words, as BioWare has, and avoid the baggage of certain pejoratives and derogatory words of whatever language the game is in.

I'm all for swearing though of course with story in mind I am not sure how a sailor mouthed pc would work out but having a foul mouth when the situation calls for it pc would be great

I use Vega exclusively in my current ME3 playthrough. He curse a lot especially in ambient dialogues. Do you need toggle for him?

I rarely use him myself because of this, but a Toggle would be great for more missions.
