As far as I'm aware, there are two areas that you need to lay down a marker and then go back to the war table to open up.  The first one being the grove and the second one repairing the bridge. Ok, I placed both markers down and both times I got notified that I'd have to return to the war table to open them up. I returned to the war table and the only one there was to open up the grove.  No bridge to repair.

 

It's been so long ago since i last played this game, I'm wondering if I'm missing something obvious here or is it a bug?  I know for a fact the marker is next to the bridge as I've returned 2 times just to make sure, thus i can't interact with the marker again.  I've also triple checked the war table.

The marker next to the bridge is a landmark, the one to unlock the opperation is on the bridge, I'd bet you got the landmark but didn't get the marker to unlock the repair of the bridge.
