I have finished the Magister's Birthright quest and Dorian only gave me a kiss in the end. Since then there were no further romance development (no sex scene lock in), I already danced him in the palace but there is still no lock-in. I watched online looks like I need to talk to him and meet him in my quarter, but that option still never popped up. I am already almost at the end of the game and still no lock in yet (tarot card still not the romance version). Help! Is it my approval rating too low (I am sure its high enough already....) or I am missing something? or this is a bug?

Talking to him before the quarters scene is not a requirement, that is only in there as a breadcrumb for the player, and even then, it's only a couple of auto-dialogues between him and the Inquisitor. Interesting about the dance, as I didn't know that was available without the actual romance lock-in.
Uhm... I don't know really. It just sounds like your romance bugged out for some reason.
When you say "almost at the end of the game," which point are you at exactly? Done the Temple of Mythal yet? That mission tends to serve as a sort of soft lock for companion events.
