I am trying to finish everyone's personal quest, and I remember ordering Cullen for the March at War Table. Now I talked to Sera the quest doesn't continue and Quest log still shows I need to order the march, but I can no longer find it at the War Table! (Cuz I am pretty sure I already finished that operation), so now I am stuck and can't finish the quest... Is this a bug?
