i just bought the game for ps4, the goty edition, but there's no user manual inside... is this normal? is there a way to download a pdf version of the manual?

Yes, it is normal these days. The days of having a complete manual with several dozen pages documenting all facets of the game are long gone. You can download a manual for your platform here (bottom of the page). And when that invariably falls short, feel free to ask for help on the forums.
