So, I just met the Chargers in my current playthrough, and I've never flirted with Bull before. I've already had the cutscene that triggers after you kill a dragon. Is it too late to romance him?

Where about are you?  In Skyhold obviously, but where in the main quest line?

As long as you can flirt with him still then I imagine you should be good.  I romanced Bull from the get go but it didn't trigger until I was between those 2 quests.  It takes lots of approval to get him to proposition you, so you'll need him to approve of most of your big choices in quests, go with you to get a dragon (but you did that), and you could look up his approval online to see if you can scoop up any other little bits you can get here and there.

 

Keep flirting, I'm sure you can still ride the bull.    He's worth the wait.

I think Bull requires three flirts for his romance to trigger. So just make sure you flirt with him 3 times before his post Demands of the Qun conversation.
