Incendiary Ammo works completely different from Cryo Ammo?

I was making some tests with Incendiary Ammo. I've created a Soldier character and build him with Incendiary Ammo like this:

 

Level 4 (Squad)

Level 5 (Headshot)

Level 6 (not upgraded, wanted to test without the explosive burst effect)

 

I've tried to use a low fire rate weapon to use the rule of the ammo proc that is greater the lower the fire rate of the weapon (like it works for Cryo).

 

So I equiped a Viper. But I rarely get to prime an enemy for a Fire Explosion with the Viper. If it followed the same rule of ammo proc for Cryo, I would prime my targets everytime.

 

Can you clarify more on this matter? I've tried to use the Mass Effect Wiki, but there's a lot of information there that is not accurate so I don't know if what's stated there is true.

If I recall, Incendiary Ammo will prime after it deals a certain amount of damage to the enemy. Not sure if I can find a thread where that is explained. I cannot look for it tonight. Hopefully someone else can give you the exact information.
