Im torn in which specialization would benefit the most from using the shadow step roll and throwing blades in my spec. Basically the build im toying around with would use Shadow Blade Shadow Step throwing blades for the enemies you cant get close to. Essentially a high mobility rogue spec that dual wields but is relevant at almost any combat distance. Im lvl 13 with 16 points to spend so any help would be appreciated.
Which Specialization dual wields and uses Throwing blades, Shadow Step the best?

Near infinite stamina and almost 0 cooldowns. Therefore making the spec the only one capable of giving you a "throwing blades" type character.

There is no such DW spec.
Throwing Blades/Precision Targeting gives you some range, but nothing like the range of a mage or archer.
Also, not sure what "Shadow Blade" is. Did you mean Quick Blade? Shadow Strike? Maybe Shadow Strike with Long Shadows upgrade?
Shadow Step has relatively short range, not any more than regular Evade. It's basically just a faster Evade.
Now all that said, if you take Hook and Tackle/It Beats Walking, you can turn even far range into short range, by pulling yourself closer to the target. You could do something like Stealth, jog into medium range, Throwing Blades for Stealth bonus, It Beats Walking to get into close range, Flank Attack to go into Stealth, then either repeat sequence above for a new target, or maneuver in Stealth for a Twin Fangs attack from flank to finish the current target.
Any DW spec will work with the above. Artificer works very well with It Beats Walking and does have minimal cooldown and maximum stamina, so it is a good choice, but Assassin and Tempest have their good points also. Flask of Fire from Tempest would allow you to do multiple Throwing Blades in a row. You could finish off most enemies just with Throwing Blades. Assassin multiplies the stacked damage of Throwing Blades with Mark of Death.

Yup. Also the damage bonus from throwing blades stack infinitely (and very quickly)... Just get some hidden blades master work and spam throwing blades all day long. You will see some ridiculous numbers (like 20 to 50k per hit) floats up at an insane rate.
If the mob ever try to run away just hook and tackle him. Everything will be dead in seconds as soon as you lock onto him.

Had to share an experience last night fighting a dragon in Emprise. Playing as a DW Tempest. I position myself behind the dragon, Flask of Fire, Throwing Blades. Dragon was dead in a few seconds. Was using Bosun's Blade- which gives a huge flanking bonus. I know some do not like Throwing Blades- I love it- FoF and Throwing Blades- especially if you pop Mighty Offensive Tonic- obliterates mobs.

Yeah. You must be quit close to the target to make sure all the hits land on the same enemy, but you must not go into melee range either since that will cause at least half of your hits to miss.Throwing blades is great, the only downside is that the targeting is as stupid as the companion AI.
