This is why I advocate for clearly delineated dialog choices where we can decide if we want to lock-in or not. And, turning down a potential L.I. should not cause the end of all conversations (between missions) with a squadmate for the rest of the game. Let those friendships develop too, but not usurp your current L.I. relationship unless you specifically decide to do so.
They did that well in DA:I so hopefully they will in ME:A too, it was clearly stated that this choice will start a relationship, and this one will end it. Nice and clear.
I'd like some reference, even just a sentence, to show that you used to be in a relationship with someone (or flirted a lot with them but turned them down). It was very odd to me in DA:O that my brief romance with Leliana was never mentioned again by anyone, not even her, when I dumped her for Zevran. She was hurt but then the dialogue for the rest of the game was as if there had never been a romance at all. I wish just one line had come in to recognise it.
But does turning them down stop all friendly dialogue? I have to say I haven't noticed that, I've been able to chat freely with everyone in both games. Of course I haven't turned anyone down in ME3, I've kept my old relationships, so perhaps you're referencing that....
