I've always played Arrival and have blown up the Batarian Relay. At the beginning of ME3, Anderson says I'm grounded because of that.

What's the reason I'm grounded if I don't blow up the relay?

For working with Cerberus and 'the **** you got away with in the galaxy'

 

I'm deliberately trying that out myself right now, not playing Arrival, to see if it leads to more Cerberus dialogue instead of 'blowing up 300,000 Batarians'.  Should be interesting.

If importing a Mass Effect 2 save in which Arrival was not completed, the Alpha Relay will still be destroyed. However, responsibility will shift from Commander Shepard to the Alliance's 103rd Marine Division. In the process, the 103rd will suffer casualties, lowering their corresponding war asset by 50 points. This will also alter dialogue in several places, such as with Balak during Citadel: Batarian Codes (provided he survived Bring Down the Sky), with Ghorek during Citadel: Wounded Batarian, and with Admiral Anderson in the game's opening cinematic.

I think its better to find out for yourself but..

It really doesn't make sense though since I was reaffirmed as a spectre which meant working with Cerberus to safeguard the council space was totally legal, the council even said so when they told me to just keep it out of council space so I never got why I was arrested.  I know it was just easier to integrate those who didn't play the dlc, my first play-through was always done with just the base game content, but still wanted to import a ME2 save but it still never made sense.

He just says "the ... you done, anyone else would be court-martialed and discharged."
You could start a new game with a fresh character and see for yourself, lol. It's in the first five minutes of the game.
