Mass Effect 1 - Awful Framerate dips

Right so I'm having massive frame rate drops on a system that handles Unreal Engine 3 games with no problem. I have almost lost the will to try and get this game working as the last two PC's I've tried it on it has truly hated but with that said, I am going to persevere with it. 

The Rig:

i7 920 d0 @ 4ghz
Corsair Dominator 6gb @ 1600mhz ~ I forget the timings. 
Two 5850's
Windows 7 Home Prem 64bit

The problem: Framerate dips. The starting cutscene is a prime example when Shepard is seen in the hangers window the frame rate is at 60. When hes walking into the control room of the **** it drops to 20-30. When I am playing the game it's anywhere from 30-45 with 60 when I look to the sides.

I'm just wondering if anyone else has experienced such problems with the game and if there is a solution to it. I'll list what I've tried below:

Rolled back to two different Catalyst drivers as well as give the newly released 10.1 a try. 

Disabled Crossfire. This helped very slightly, it gave me 3 extra frames.

Ran the system at stock. This did not help at all.

Ran the game in compatibility mode for XP and Vista.

Ran the game in admin mode and disabled visual themes (a last resort :P)

Ran the game in Window Mode however the drops still occurred.

Reinstalled DirectX which didn't help.

Set the game to run on one core.

Update: I have NO idea how I fixed it but I did. The moment I do the ME CE arrives :(!
