Just arrived at Skyhold and I noticed at exclamation mark at Cullen's office,,, but no Cullen. I have talked to him in the area near the shops and have done some exploring around Skyhold, but still no Cullen.
Do I need to start a previous game or does this eventually unglitch itself.

Go to the war table. Might fix it.
Leave and come back to Skyhold. If I were to guess... you sided with the Mages which means Cullen's got quests for you to do regarding the Templars. But, when you first get to Skyhold many of your companions aren't in their future "spots" just yet and won't go there until you get that first dialog out of the way.
Yup - thanks _ i left, came back and there he was in his office! Whew - I really didnt want to re-start from an earlier save. Thanks all!
