I bought the GOTY for 19,99 and I already have the base game installed. When I updated the game there wasn't any more gear in my inventory nor it showed additional quests. Is there a way to activate the goty material?

In Origin in the game properties it shows all the dlc but with prices listed not a button to install.

The operations for Jaws of Hakkon and Descent appear on the war table after you arrive at Skyhold or shortly thereafter. Trespasser will ONLY appear after you have finished the main game, as it is an epilogue DLC.
 
As for the Spoils DLC items, I'm assuming they appear in either the chest in the Haven building, or in the Skyhold undercroft, but I'm not entirely certain as I don't have those item DLC.

This part is a bit concerning. Are you sure that you have the GotY edition on your account?

Yes i bought the goty this morning. I had the vanilla ed. Previously and it updated for a few seconds after purchasing the goty but continuing my game there wasnt any new gear or mission in game. My bill also lists all dlc as 'included' in the email from origin. Should i start a new game to be able to use all dlc?

Where are you in the game? Jaws Of Hakkon and The Descent War Table operations appear only once you've completed the "In Your Heart Shall Burn" main quest mission.

If you're in Haven, there should be a chest in the room where you woke up at the beginning of the game. You should find the contents of the armour DLC inside.

Im in haven with around 14 hrs played and level 6.
I thought the dlc gear will be in my inventory automatically..

Nope, the gear appears in the "Special Deliveries" chest, which will have the " ! " marker on the map when there's something new there.  (And in Haven, frequently even when there isn't.)

The schematics from the Spoils DLCs also show up in that chest.

The stuff is given out at various intervals during the game; I'm not sure if that's by plot progression or by your PC's level.

It depends on the character's level.

At level 8 you get the tier 2 schematics and at Level 16, the tier 3 schematics.
