Companions without enough ability points

I was respeccing some companions and noticed that in my current play-through those who've received and used two amulets of power have the same number of ability points as those who've received just one. At level 27 Varric has 30 ability points after two amulets of power, Cassandra also has 30 after just one, and those who've gotten none like Dorian and Iron Bull  have the base 29. After refreshing my memory about how many everyone starts with at level one, I wondered if a soft cap of 30 was negating an amulet for some companions, but I looked at the saves from other Inquisitors and there are companions who do have 31 ability points.

Has anyone run into this issue? Obviously it doesn't profoundly affect my game but it's frustrating to someone who's obsessive like I am.

Yes, I've seen the same thing. I had thought at the time that it had something to do with the human IQ starting out with one extra skill point, maybe human companions do the same? But that wouldn't explain Dorian's deficit.

Another thing I noticed is that companions don't earn XP at the same rate as the IQ. I think it might have to do with whether or not the companion is "dead" when the XP is earned during combat. During dragon hunts, I'd see pretty large deficits in "dead" characters, suggesting to me that they miss out on the big XP award for defeating the dragon if they happened to be "dead" at that time.

It might also have to do with XP that isn't "earned" by the companion, like reading a Codex document. Does that XP get shared with the whole party? I've never confirmed. Even if it is, is it earned by all companions, even if they are not assigned to the IQ's party? What about XP earned in Haven or Skyhold, where there is no party? What about Champions of the Just or In Hushed Whispers, where the IQ goes through major portions without all/most of the party?

That last bit could explain Dorian's deficit. If you do Champions of the Just, Dorian isn't around for any of that. He starts later. Does he start on par with, say, Cass when he does eventually join at Haven? Again, I've never checked.

Companions gain XP with the inquisitor only if they are in the active party, but those not taken will be automatically leveled to one below the inquisitor if they fall behind, and this is reflected as soon as they are recruited in the field or upon returning to Haven/Skyhold with the respective ability points. This has been the case in every DA game. Whether or not the whole active party gets codex XP and such, I couldn't say, but no companion is ever more than one level behind the inquisitor and they always get an ability point for leveling.

HOWEVER, I returned to an early save file and confirmed some things that may have answered my question. For one, human companions do get an extra ability point at level one, BUT NOT COLE. Presumably this is because he is not strictly "human", and he doesn't get one even if you choose to make him more so. Second, everyone begins with two ability points at level one before the human bonus point. I believed it was three, but this was incorrect. So my memory must be off about whether or not I got an amulet for Iron Bull this play-through; I believed I did not, but if I hadn't he'd have only 28 points. He has the same as Dorian because even though Dorian did not get one (the only one available for him requires completing Champions of the Just), Dorian is a human. So the only companions who can reach 31 points without exploits, because depending on your choices there are two amulets in the game available to them, are Cassandra, Blackwall and Vivienne. Two are available for Cole, Varric, Solas and Iron Bull, so they could reach 30. Only one amulet remains in the game for Sera, so she can get up to 29, and one remains for Dorian to get a max of 30. Most of your characters will have 29 or 30 points between human bonus points and amulets.

Hopefully anyone who sees this finds it informative lol.

Definitely informative. If you have the interest and an account, I suggest editing the Wikia page for Experience and adding those details, perhaps in a table for maximum ability points by companion?

BTW, your description of how non-active companions level is much clearer than the one in the Wiki page!

Nicely done. Thanks for rewriting the bit about Unused Characters, so much clearer now!

I might have suggested that the portion that mentions characters by name, particularly Cole as not really being human, needs Spoiler tags, but I go by what is already established on the page and there are mentions of other characters, like Oghren, in the DAO portion, so it's probably okay.

If you're reading the wiki, it seems like you already don't care about spoilers lol. But that's just my take. I actually don't have an account but I was able to edit it anyway. I've never edited a wiki on any topic before so I don't know how to do things like add spoiler tags. Maybe I'll add the mechanics for unused companion leveling to the Origins and DA:2 sections, because they're basically the same.

I just find a page that has the markup I want to use and copy/paste!

The page for Morrigan's Ritual from DAO is practially all spoiler tags, if you want an example:
