After a lengthy search for the old one on the topic, I decided to make a new thread with a title that is easier to search (and is in a forum that one would be more likely to search for the information.)

 

I'll quote my post from the original topic:

 

Well, since the solution to this one literally landed in my lap a few minutes ago, I recorded it.

 

I'm editing the video, and I'll upload it in about 30 minutes.

 

 

Here's what I've gathered from the other sites I checked, as well as responses so far:

 

- You have to interact with the locked door before the Rebel Mage will spawn.

 

- The Rebel Mage will usually spawn East of the cabin, but he can also spawn in other locations on the map. Check Northeast and Southeast, as well, but people have reported seeing him from as far away as the areas around the third Camp, and the Hessian camp.

 

- He can be tough, especially if you are lower level, or playing on a higher difficulty.

 

- The main reward is a recipe that cannot be obtained anywhere else.

 

 

For the record, apparently there have been changes since the patch, with regards to where the rebel mage will spawn. Other than a greater likelihood of nearby mage adds, I don't believe the changes make finding him any more difficult than before (it sounds like they reduced the number of potential spawn points.)

Honestly, the keywords I would use to find this thread is "Mighty Offense", as in, where the heck do I get the recipe for Mighty Offense tonic? Put that in the title and they will come.

I'm not sure this is accurate. In one play I thought I saw him after leaving the Iron Bull recruitment area. I had not gone anywhere else on the map at that point. BUT I freely admit I could be mistaken in the timing, since it only happened once several months ago.
