Thrask thought he was putting together a coalition of mages and templars, when in fact, he was just a pawn in Grace's scheme to get revenge on Hawke.

This is a little more clear if you talk to Grace in Act 2, but she blames Hawke for her re-capture, concluding (based on rather flimsy evidence) that you actually told the templars where to find Grace after you helped her to escape.

The truth is that Grace just can't accept that it was her own fault, or that she was just a victim of circumstance. Since Hawke killed her lover Decimus, you're just a convenient scapegoat.
