Where do the Forgotten Ones fit in?

I think that the forgotten ones are the old gods of the tevinter imperium. We know that there were two pantheons/factions that were sealed away by Fen'Harel. The elven deities were bound in the 'heavens' and the forgotten ones were trapped in the 'abyss' iirc. Since we know from Solas the the Evanuris are the ones which were sealed in the fade, it seems likely that the forgotten ones are the old gods buried underground.

Some questions that arise from this theory - why would the forgotten ones guide the magisters to release the elven pantheon from the fade? Aren't the two mortal enemies? Or is this another one of those things that the dalish got wrong?

The thing is, we don't know for sure the dynamics between the elven pantheon and the forgotten ones, since all we have are the stories from the dalish who have proven themselves to be unreliable sources. It is known that Mythal and Fen'Harel were opposed to the rest of the pantheon. If so, there's a possibility that they were allied with the forgotten ones. The ending in Inquisition implies that she willingly relinquishes her power to Solas, which means she supports his goal of undoing the fade and confronting the Evanuris. She alludes to a 'reckoning' when the inquisitor talks to her. This would provide a motive for her wanting to preserve the souls of the old gods, i.e the forgotten ones. She wants to collect allies for the eventual war with the Evanuris.

I think the most interesting question is - are the old gods/forgotten ones really dragons?

Flemeth wants to preserve dragonkind. She put into motion plans to ensure the separation of the old gods from the blight through the dark ritual. She also had plans to utilise the blood of Calenhad to revive the great dragons of old. It could be that the old ones are simply ancient, immensely powerful elves shapeshifted into dragons, just like Flemeth herself is capable of. Or maybe there is another bond in place, similar to Corypheus's link with the Red Lyrium dragon.
