I been trying to farm this from the Hissing Wastes merchant for 2 weeks. I've tried the dashboard method (ps4) doesn't work, tried changing the time on system doesn't work. Is their any other place I can get this armor because Beytar won't even sell schematics anymore?

Besides Cheat Engine on PC, no. You are at the mercy of the RNG, just like the rest of us.

Wait, you do have the Short List perk, right? If you don't, you just wasted a bunch of time ...
