I confess, I'm utterly baffled by all the Harding fandom. Did she even have a discernible character?
Since you posted this right after my post, I'll explain my personal reasoning

(It's probably important to note that I'm not a die-hard Scout Harding fan, but I did enjoy her character)
Firstly, bioware has never had a dwarf romance in any form before. Besides Varric, Harding is really the only other dwarf we've had the opportunity to flirt with and she is the first one that has ever reciprocated any of that flirting legitimately (Varric will flirt back in DAII, but only jokingly). It's kind of like dangling food in front of a starving person, "here, you can look at this, but you can't have!"
As for any "discernible character", I would argue that she did. The Inquisitor does have the opportunity to ask her questions and learn a little bit about her. After all, she hangs around Skyhold for you to talk to, and then there is more opportunity to speak of new things with her in Jaws of Hakkon. Her characterization definitely isn't as strong as the companions or advisors, but the writers still defined her enough to make people, myself included, intrigued and interested by her.
