I also don't know why people think Kaidan is to be considered "weak". He's doing his job, Shep is his CO and you don't just go around disobeying orders unless you want to be discharged. 

I think people just come up with any insult for Kaidan as the mood hits them.  He's weak if he obeys Shepard but an ******* if he doesn't just quit his job to hop aboard the Cerberus train in ME2.

 

But I think people mainly think of him as weak for being laid back and not some wannabe badass.
