Fps always drop to 20

I don't know what it is, I tried everything, playing in Low, in Ultra, it always drop to 20 in every place, specially when NPCs are around like in Heaven or Redcliff, I did the test that DA:I have and I should have 55 fps stable, but it always drop to 20 and is unplayable

 

I have:

AMD Radeon HD 7800 Series

AMD FX™-8350 Eight-Core Processor

4.0 GHz

8.0 GB

Microsoft Windows 10 (build 10586), 64-bit

 

I spent weeks looking everywhere any solution and I can't found anything

I haven't mods, I uninstalled and reinstalled the game to see if something was corrupt but nothing changed.

Isn't origin, aren't the mods, the only logical solution I found to it is because of Window 10, before I used to play DA:I in Window 8, more than 46 fps always, I changed to W10 recentrly, but I can play other games like Witcher 3 or Fallout 4 at more of 40 fps in High

a.  I'm playing under Win10 with a similar rig, (although with an Intel CPU and nVidia GPU.)  Don't have this issue.

 

b.  Being able to play game [x] at [high] fps has ZERO bearing on whether one can play game [y] at [any given] fps.  Different engines, different graphics optimizations.

 

c.  Did you enable Mantle?  Don't!

 

d.  Did you previously add the line to the .ini file to lock the fps in cutscenes?  BioWare fixed that issue around Patch 7.  I've heard that since then the line will cause the kind of problems you're reporting.

 

e.  Any mods?

Uh... So all this time I was blaming Bioware and making Voodoo doll of every employer was everything my fault...

I tried removing the line and I walked like 6 minutes around Heaven and always 48-63 fps ♥
